On the other hand, maybe i'm part of the exeptions here... Like many other art sites, ppl are more interested in shiny stuff and spectacular techniques. I have to say, DA became less quality oriented as years where passing by, and increasing the "social" side, like a facebook art oriented...
Personally, i'm here for the art. I've build slowly a lil audience, but i prefer quality over quantity.
Now, I'm still on DA because, with some researches, i've found a lot of very good artists, some have become my friends over the years, and i'm still making interesting discoveries.
Tipps? Arh, the classic : check a lot of other artists profiles, fav their work, leave some comments ... 80% of the time, ppl will check your gallery, and you will have feedback. My personal advice? Be honest, don't spam, try to find ppl interested in the same kind of art, for a beginning. Don't spam and don't beg for a "DA watch". Being part of a group seems to be effective too. Just choose carefully, of course ^^. I'm not going to say a lot about groups, because i'm not involve in any of them, but that's just a personal choice.
